The Junior Board's recommendations were practically all adopted in the first year and a half, leading to a flood of energy and new ideas. This success led to the formation of a Factory Board with the same charge, and the three boards met together weekly in a spirit of harmony, seeking ways to improve business and efficiency.

The plan recognized and appropriately awarded merit down to the humblest employee and eliminated the unwilling and unfit from the organization. McCormick's personnel policy was truly forward-thinking, requiring the signatures of four superiors who thought the dismissal was necessary and allowing anyone threatened with dismissal to plead his or her case.
